Alessandria della Rocca was held a major conference entitled “The Covenant of Mayors, the current situation and Sicily’s prospects” that took place on Tuesday 21st at 9:00 A.M. After the Mayor Alfonso Frisco’s greetings work began, moderated by Tony Cellura of the Chamber of Commerce of Agrigento. Entrepreneurs, government officials, traders, and the Mayors of Casteltermini and Cianciana and Marco Cascio, representing ANCI Sicily, were present. In the opening Engr. Sonia Longo explained the purpose of the project of the ITALY-MALTA cross border cooperation promoted by CRIM-SAFRI which proposes the creation of an Italo-Maltese Research Centre for the transfer of solutions that favor the improvement of the eco-efficiency of local production systems and the dissemination of sustainable practices, with regard to the spread of practices related to energy and energy savings among the citizens of both locales and to ensure the enterprise an active cooperation for the development and transfer of eco-innovative technologies as well as aid to public entities for the establishment of a cultural profile compatible with urban planning tools oriented towards sustainability. Engr. Pietro Lo Monaco, director of the Energy Department of the Sicilian Region, pointed out that the “Covenant of Mayors” represents a great economic and employment opportunity. An opportunity that in Sicily it is likely to be wasted if it is not managed with the appropriate expertise. For Lo Monaco it is necessary to begin from the territories, by raising awareness in the local population and institutions starting from the mayors. The Engr. Edward Mareci illustrated some energy efficiency measures adopted in the project Factor 20 in the City of Castelbuono. Tino Cutugno has presented some experiences of the provinces of Bergamo and Milan that gave birth to some of the measures implemented through a framework agreement between the Lombardy Region, Provinces and FinLombarda, for the financial development of Lombardy. Federico Abruzzini, shareholder of InRes Investment management and financial engineering of SEAP (sustainable energy action plans) has called for the creation of “network pacts” between local SMEs to promote dynamic financing with financial entities. Abruzzini also launched the idea of project financing to support a “package” of projects promoted by “n” companies interested in being part of a “network”. Marco Cascio of Anci Sicilia explained Smart Cities, new urban models with a high level of quality of life, where the urban spaces help realize our projects and to move more easily, saving time and helping the environment. For Cascio the SEAP in part coincides with this model and allows you to create the conditions to attract investments in the territories and to create compatible productive development, Cascio has shown, also, that the actions of ANCI Sicilia (National Association of Italian Municipalities), in collaboration with ENEA (National Agency for New Technologies, Energy and Sustainable Economic Development) to encourage municipalities to create “energy manager” positions through energy management courses specially organized in the territories.
